Upon assuming office, Paudel made notable changes, including ending the practice of halting traffic for extended periods during his movements. However, his term has been marred by decisions that have led to public dissatisfaction.
Accessibility and Public Engagement Concerns
Paudel, known for his approachable nature as a Nepali Congress leader, has been less accessible as President. Many expected him to bridge the public’s growing disillusionment with Nepal’s federal democratic system. Instead, he has remained largely surrounded by security personnel, family, and close aides, distancing himself from ordinary citizens.
Although the President does not intervene in government affairs, he is expected to provide constructive guidance. However, his administration has been embroiled in controversies, with allegations surrounding his advisors and secretariat staff at Sheetal Niwas.
Controversies Surrounding Presidential Advisors
Paudel’s economic advisor, Chiranjivi Nepal, resigned last year, and legal expert Baburam Kunwar has faced criticism. Additionally, his chief personal secretary, Chiranjivi Adhikari, left for the United States, citing dissatisfaction with the work environment. These issues have raised questions about the internal functioning of the President’s Office.
Pardoning Prisoners: A Controversial Decision
One of the most debated decisions of Paudel’s tenure was approving the Cabinet’s recommendation to pardon prisoners Regal Dhakal and Resham Chaudhary. The move sparked outrage, with critics arguing that presidential pardons should not be misused for political gains. The Supreme Court later overturned the decision, ruling that pardoning convicted individuals is not solely within the discretion of the President or the Cabinet.
Medical Treatment Abroad and Financial Transparency
Another controversy arose when President Paudel underwent medical treatment abroad. Although his office initially claimed he would cover the expenses himself, it was later revealed that state funds were used. This led to widespread criticism, with many questioning the transparency of government expenditures.
Delays and Controversies in Appointments
Paudel’s role in delaying the appointment of the Federal Parliament’s General Secretary also came under scrutiny. When he finally made the appointment, critics accused him of acting under political influence, particularly favoring the Congress-Maoist coalition.
Approval of Ordinances and Legislative Controversies
In July 2023, a coalition government was formed between the Nepali Congress (NC) and the Communist Party of Nepal-Unified Marxist-Leninist (UML) under KP Sharma Oli’s leadership. The government bypassed a parliamentary session to introduce multiple ordinances. Paudel swiftly approved five of them but initially withheld one related to land issues before later granting approval. This ordinance, which allowed public land to be transferred to private ownership, faced strong opposition from lawmakers and the public, forcing the government to put it on hold.
Citizenship Bill Controversy
During the previous administration, former President Bidya Devi Bhandari refused to authenticate the citizenship bill passed twice by parliament, leading to allegations of bias toward her former party, UML. However, after assuming office, Paudel signed the bill into law in May 2023, just hours before Prime Minister Pushpa Kamal Dahal’s visit to India. This last-minute decision triggered strong criticism, with opponents arguing that it lacked proper deliberation.

As President, Paudel had an opportunity to restore public confidence in Nepal’s federal democratic system. However, his tenure has been overshadowed by controversies, leaving many questioning the role and influence of the presidency.
