    Senior political leader Dr. Shekhar Koirala has strongly criticized the unauthorized changes made to the Civil Service Bill, calling it a serious offense against the country and its democratic system. He said the changes are not just a mistake in process but a direct attack on the power and dignity of Parliament.

    In a post shared on social media today, Koirala expressed deep concern over the tampering of the bill. The Civil Service Bill had been introduced in Parliament with the agreement of all parties. However, the bill was later found to have been changed without approval. Koirala warned that such unauthorized acts weaken trust in democratic institutions.

According to Koirala, the Civil Service Bill is an important piece of legislation that affects all government employees and public service delivery.     He also demanded that the bill be returned to its original form as it was when presented to Parliament. In his statement, Koirala said no further discussion or action on the bill should take place until the tampered parts are corrected. He added that such behavior sends a dangerous message that laws can be changed secretly without the public knowing.

    Koirala further stressed the need for a “cooling-off period” before moving ahead with the bill. This period, he explained, would help ensure that all parties fully understand the issue and agree on the next steps. Without such a period, he warned, the public’s faith in the law-making process will suffer.

    The Civil Service Bill was meant to bring new reforms to government services, including hiring, promotion, and retirement policies. Its goal was to improve efficiency, transparency, and accountability in civil services. However, the unauthorized editing has raised serious questions about how laws are handled in Nepal’s political system.
